There isn't a timeout per say, but EAS equipment only has a buffer that is a max of a couple of minutes of audio. A text version is also sent that maybe rendered as a crawl on TV. Video is not sent nor does the system have that capability. Remember this also has to be compatible with radio. To officially end the EAN message (or any message), there's a EOM (End of Message) data burst sent 3 times. (We call them duck farts.)

If the EAS is used, it will be to tell us where we can view whatever it is they want to show us. You may see all of the TV stations in one market shut down except for one that will be responsible for carrying the video message, or all of the stations maybe required to carry the video. Uncharted territory.

Maybe the station OP in screenshot allegedly works for was told they'd be the ones to run said message for 72hrs? That if they try to interfere with this mandate, they'd go to prison? I'unno. Just spitballin'. They never say "Emergency Broadcast System" in that screenshot, only that the programming will be pre-empted.
