I agree. Why would you put the razor coil on the inside of the fence? Playing devil's advocate here, if I had to hop a fence with razor wire, I'd want to be climbing from the outside and jumping from the top over the razor coil to the ground. Climbing from the inside to the outside is very, very unlikely.
