It was probably scripted. I agree looks like Secret Service did the shooting, but its not the same guy bending over her to help her, that's probably another Secret Service Agent. I say that because the reason he shot her in the neck is because the door was blocked by some wooden items, so the only thing showing that he could get a clear shot was her head. Still being a Secret Service Agent, he could have aimed for her arm or shoulder. Maybe he did, but missed and hit the throat instead.

The place must have been crawling with Secret Service itching to help the police.

A better question is why are you making excuses for her? Storming a building and trying to break through into another closed part, with possible hostile intentions is very likely going to get you shot. For her to think otherwise is retarded. For people to suggest she hadn't accepted the risks is infantilizing her.

Just because I may agree with someone on some political issues doesn't mean I'm suddenly going to use a different measuring stick when they act like an imbecile and pay the price.
