I believe POTUS will declare insurrection act. But according to possi comitatus before he can use military for law enforcement, he must proclaim the insurrectionists go home and disperse. Possibly used Patriots in DC to draw antifa out knowing they would cause havoc. Then tell everyone to go home. Sets the stage for declaring the insurrection act.

POTUS cannot use the Insurrection Act as written because it EXPLICITLY says the populace must be disarmed. The Act cannot be rewritten without a Public Vote.
MARTIAL LAW is ALL HE HAS, SAVE THE STATE OF EMERGENCY.
This basically gives him the Insurrection Act, but it's not limited. He can suggest, not decree.
