Well, leaders need followers that do not scatter when things get rough. A leader of some radical group is setting himself up for enjoying a lifetime of torture in case of capture, or preferably death, while his whole legacy is being smeared for all eternity.
Who would consider becoming a leader for a group that scatters like panicked sheeple as soon as some jews shame them, or the first shots are fired by the thin blue line. As a matter of fact, who needs enemies, if he has friends like these?
A leader isn't determined by his followers.
