I saw that guy walking around the outside of the Trump rally in Prescott, AZ in October. He was wearing the same garb and carrying a sign that said “ask me about Q”. He just walked up and down next to all the people waiting in line to get in. He never got in line himself. It’s like he just wanted to be on display.
