If POTUS appointment defaults, Pelosi's position is unknown, Grassley becomes acting POTUS. With all powers and privileges.
I'm not saying the appointment has defaulted. I'm just clarifying the legal order of succession. If for whatever reason, this doesn't get done in the lawfully appointed period, Grassley becomes the man.
