Yep. I've read this before and probably have it in my archives. It all sounds very plausible. The VPD were also involved in some things back then. There were reports of them taking homeless guys and drug addicts out to Stanley Park in the middle of the night and beating them senseless. No explanation was ever given, but it's likely that the guys had seen or knew something related to what was going on with the girls and the cops were intimidating them into silence.
