I hope he hires/installs some patriots to go searching for the files, and changes the approval process. A lot of files seem to get "Misplaced", "Lost", "Left Behind", "Scattered", or just "Disappear". And then there's the file routing system, and all the people that have to "approve" something for them to get moved to the next person on the list, who is invariably "on vacation" this week, only to find out next week that the last person forgot to check a box, and they're "out sick" now, and the guy doing the mail routing is out on paternity leave, and he'll be 2 months behind when he gets back.
