White hats = possibility. Possibly redirect blame if it was white hats. Black hats usually don't care about lives, but if it was planned by someone like the mayor and he was being forced to do it (blackmail),he might have had reservations of hurting anyone and come up with the idea of the warning. That would have taken time to come up with a plan. That means it would have been unlikely that the airport and comms had to be shut down at a specific time unless he had plenty of time to plan. On the other hand, a white hat op would have been more quickly planned and initiated at the precise time they wanted for shutting down the comms and/or airport. I can't see why black hats would want to shut down comms/airport, especially with lots of time to set this up, but I can see white hats knowing exactly when they wanted to do it if they were monitoring someone and knew they were going to run/make crucial comms in that specific time frame. Just thinking out loud....
