HR 6395 isn't the COVID Overspending Act...it's the NDAA that Trump has had on his desk since the 15th.
Further, I don't see this amendment in the final version of the NDAA (govtrack.us).
The amendment was in the version passed by the House, but it was removed by the Senate.
