My guess would be that the photo is staged for some other purpose entirely. Stock footage. Movie maybe. Then you know how the Social media/forums -> news cycle goes. A "reporter" just sees it somewhere on the Internet, labeled incorrectly and passes on that label.

I don't think the picture was intended as fake. I think someone took a picture of them using fake guns, for whatever reason, not for the news. Then someone either assumed or intentionally falsely claimed that it is real. Of course, I don't know. Someone else in the thread said it was a training picture.
