I could just bite the bullet and get this over with at any second but I'm not even sure if they want to hear from me and I don't want to start trouble. I still think they are mostly wrong but it doesn't hurt to be the first one to say sorry.

But lets just put it this way. They are a notably petty person (objectively) and will always misread everything. I don't want to create noise. I just want to say sorry for the areas where I've been wrong and be the first to reduce conflict. Perhaps they won't be their typical self and if that's who they are today then they deserve that reduction of conflict and closure as much as I do. I'd hate to withhold that from them.

You can "forgive" without making a public announcement. I don't know why people think you have to have a heart to heart with someone to forgive them. You can illustrate it through your actions and attitude simple enough to convigh the message.
