exactly this, it is why the electoral college exists, the electorates could have abstained from voting or voted opposite of what the vote counters say, but since they voted there is no legal way to "decertify" It could be proven that those states votes were falsified and/or illegitimate but since the electorate casts the votes it doesn't matter.
