Governments were ousted by '45 with the forming of the U.N. The cold war was another engine of the agenda that facilitated a lot of the needed changes. By 91, most of the A21 infrastructure was already in place. We need to face facts, the 20th century was a global coup. Our participation in government ended long ago if we ever had any to start with.
