Cut taxes and go back to insurance. I see nothing wrong with how fire insurance was done in the past. If someone wanted their house or business protected, they paid a local fire brigade for insurance. Now police protection along those lines? That'd be something to work out but private security details already exist. If you get robbed the police really don't do shit anyway. Good luck ever getting retribution because they won't go running around trying to follow leads to get back an average citizens property.
They're generally not as useful in real life as they are on TV. Still, if you actually did get rid of them, expect vigilantly justice and lynch mobs to take their place. You can argue whether or not that would be an improvement, but I doubt the people calling for their removal would be happy with how things would go afterwards.
They sure wouldn't be happy with how things pan out and will call for stricter rule. This is how we get to a full on totalitarian state where everyone is legally tracked 24/7 for their own good. This is all orchestrated and setup to meet an end goal.
