One example is the 1972 National Security Study Memorandum 200 (NSSM 200) aka "Kissinger report". (At ~1h40min) Among other things, this report by CIA and USAID discusses the goal of population reduction in 13 specific countries: India, Bangladesh, Pakistan, Nigeria, Mexico, Indonesia, Brazil, Philippines, Thailand, Egypt, Turkey, Ethiopia, Colombia. (He says 12 but it's 13) These countries had raw materials the US wanted to exploit for themselves instead of the local population needing and ultimately exploiting them.
