It goes away when you click reply in a comment and comes back when you scroll again.
Opening this discussion, tapping Write a comment, still pops it up:

Looks like it actually goes away, but comes back when the keyboard appears and pushes the screen up (simulates a scroll up)
I’ll fix that, later tonight.

How it should behave on mobile:
- When you scroll down the post content and reach the comments, top menu bar will disappear and post title will replace it.
- When you scroll back up the comments and reach the post content, the sticky title will disappear and top menu bar will show back up.
- When you scroll down the comment threads and click reply to a comment, the sticky title will disappear up until you submit the reply or cancel it.
I can confirm the above, where tapping reply hides the top bars and doesn't show them even when scrolling.
But, what is the intended behavior when you tap Write a comment at the top? The sticky title sometimes disappears, sometimes stays, depending on the vertical scroll position when the button is tapped. If it's scrolled down enough to have the sticky title visible, the sticky title disappears when tapping to write a comment (but comes back when scrolled). If the top menu is visible, tapping to write a comment shows the sticky, and on AdBlock and Opera it covers the top of the text box.
