Nope. Blocked means you don't want to get disturbed (no notifications of mentions and no PM) by blocked users.

It has always been that way since day one.

So starting now, you'll need to be at least level 6 (was level 30) to be able to reply to posts/comments from users who blocked you.

I don't mean to sound like an asshole but: Now I need to be level 6 to reply?

How is this not blocking and censoring? "Com'on Man,the thing."
