Hey I can't see the "block user" button when I go to someone's profile, do you have to be a certain level to block people?

That's right and you're gonna have to behave to get back to that level. Looking at the logs, it seems that you have been flagged for abusing the downvote.

I hate pornography and I block people who post sexual material. One day I couldn’t find the block button anymore and so the least I could do is downvote a post. Next thing I know is I have negative 100 points. Blocking people should not be an advanced feature that only high-level users are allowed to have. It’s about making the site usable. There is certain stuff I don’t want to see and not being able to simply block it is a flaw with the site.
