WHY would a deleted account, that's deleted, still reserve the name as USED?

I know, I know. I was just asking to see if YOU were stupid.

Not really, but what if you KNEW the person was whom (I am obviously) without ID, whom he said he was. There IS an admin (eg Oracle "change user" etc) command that WOULD allow it RIGHT?
