I do but for me it's time. I need to learn how to code CSS. I have a little bit of experience with it. Would I need Dreamweaver for this?

No you wouldn’t need dreamwesver, believe it or not everything I’ve done with poal has been done with open source free software. You could do everything in a text editor if you wanted. I like this idea, if you have time later today we should hash it out on mumble.
