Poal's rate limiting for posts and comments (seems like 2 comments per 30 seconds, but I haven't tested it exactly), although very generous compared to Voat's rate limiting, apparently has a flaw:

If the submission of a post or comment failed (e.g. empty comment, CSRF token expired and refresh needed), the rate limiter still counts it as posted, therefore temporarily prevents the user from posting even if the last try was unsuccessful.

It's a known issue and is already fixed for the next update.
