It was designed that way to prevent post/comment flood.
It's possible to increase the delay but because the submit function doesn't register a failure (empty fields, illegal character set or wrong urls), you'll have to wait a few seconds.

for the record, "it shouldn't be this way but it'd be too much work to fix it" is perfectly acceptable if that turns out to be the case
