That's actually a good idea, but it could be abused by trolls, @boobs and I will discuss about it.

The comment sticky is a new feature and it could evolve in the future if enough mods from active subs are requesting it.

Mods/owners could block sticky requests/privileges for specific users.

It adds an unnecessary step for mods and if they get flooded with sticky request from alts/trolls, they will eventually disable the feature.

They can choose option 1 or 4, and they will not get flooded.

I suppose the owner should also be able to set a limit on how many comments can be stickied per thread, which would be especially important with option 4.
