They would not need one. A pre war exersize had a US carrier set to stage an attack on the locks. The US forces in Panama were unable to stop it. Think what a cruise missle would do. Or two.
True. All you need to do is blast it shut and the whole thing comes to a halt.
Even easier: just jam one lock. The Japanese were enroute to attack Panama at wars end. They had a sub that could surface, and launch a plane in 20 minutes, to bomb the canal.
