Why did somebody blur the edges? Are they trying to simulate a tilt-shift camera? They did it in a strange way, too. There are street lights that are blurred right next to structure lights that aren't.

No optical system can blur only some objects at the same distance from the lens. If something* x* number of yards away is blurry then all objects at x distance are blurry.
