Why did somebody blur the edges? Are they trying to simulate a tilt-shift camera? They did it in a strange way, too. There are street lights that are blurred right next to structure lights that aren't.

I think it is all the way zoomed in.

There's no way to selectively blur things that are the same distance from the camera.

I always thought that was a natural product of all tilt shift photography.

No optical system can blur only some objects at the same distance from the lens. If something* x* number of yards away is blurry then all objects at x distance are blurry.
