Having face in the wind is something dogs normally love. Also, back then, freeways were leds common; roads were slower.
Safely is relative. Standards for people were much lower back then.
You're not going much faster than 55mph in a beetle, which probably didn't have seatbelts, but dogs do like to pull their heads inside from time to time.
They'll have to pull their head back at least a couple times so you can get in as out.

Also, the pictured car is not a Beetle. 1. It is 4 door. The door handke of the rear doir is visible, slightly behind the door handke of the front door. Old cars often had rear doors hinged at the rear ( suicide doors). 2. A Beetle did not have the additional window jn the rear and sloped down evev more steeply. 3. To my knowledge, Beetles had a single rear window.
