This is an R7 3800x, it does seem to cool very well and quiet. Haven't tried to overclock it.
When I was doing my build research, the general opinion was to keep the stock cooler. For past Intel builds the stock coolers were junk. I always bought an after-market one. It's nice that AMD ships something in the box that actually works and looks good.
