This isn't an isolated figure of speech. "Egg" is a term used for people who supposedly are transgender deep down but deny it or don't know it yet.
I always assumed "to crack an egg" meant to solve a mystery. These people come up with the most obscure dogwhistles to hide their degeneracy in plain sight.

I always thought it was more along the lines of taking the first step or breaking ground. Which I suppose this is how they are using it. But in an evil way.
I think giving a term to it normalizes the idea that this is actually a thing- that it's actually possible for someone to be transgender and not know it. It's one level of craziness to say that men who wish they were women are actually women. It's a entirely different level of absurdity to say that there are guys who subconsciously want to cut their dicks off and/or wear women's clothing and just haven't figured out that they need to do it yet.
If republicans compromise any further, I can imagine some future Fox news pundit saying "Yes, trans women are real women, but I just don't think there is such thing as a transgender egg. Real transwomen are women who always knew they were trans from a very young age."
The egg is also seen as the symbol of the soul. See the egg-peeling scene from the movie Angel Heart, where the egg in question represents the soul of the protagonist.
