The real ranking system is money and who you know, beyond that it's just a paperwork exercise figuring out how much they can shake you down for.

I agree with that part about the money.

I chuckled when they said that "good" citizens would get better loan terms... How much you can borrow is dependant on your ability to pay it back. All you're doing by making terms otherwise is creating opportunities for credit arbitrage.
