Maybe I assume too much, but I'll posit that both Mayweather and Berry were at least cognizant of that income taxes were a thing. In Berry's case he probably figured he was a small enough fish to slip through the cracks. In Mayweather's instance, he probably couldn't be bothered to have a serious convo with his accountant - or paid them no heed.
