Shows how much of a tard I am. I had no idea you could combine PDF files. But I looked and found this https://www.foxit.com/merge-pdf/

I don't think they have the authorization to upload government files online.

But If they have macOS or iOS devices hanging around, PDF is part of the rendering engine, so it's very simple to combine several PDF together with crApple preview app.
