Is it easy with Acrobat? Yeah kinda, as long as you have a fast computer to run the bloated pig of a program. Are there other ways to do it? Of course. Has this retard or his equally retarded IT dept never heard of Foxit?

I don't think they have the authorization to upload government files online.

But If they have macOS or iOS devices hanging around, PDF is part of the rendering engine, so it's very simple to combine several PDF together with crApple preview app.
