Thank you very much for that link and it being an archived version. I appreciate it very much. That helped explain several parts and gave most of this post context.
It seems to be that their government was giving a series of gibs out, but they stopped after the first one and now some are upset there aren't any more gibs being given.
When asked about why their government was not giving anymore gibs, they made some kind of excuses like blaming a "surge in covid" and maybe if/when it settles down they'll look to revisit the gibs giving. But they also noted that even then the funds previously designated for the gibs program were supposedly all used up by the gibs they already gave.
Seems to me like one or more individuals in that government pocketed a lot of the funds designated for the later stages of this gibs program and they simply cut it off after the first gibs were given and blamed "covid' for not giving any more gibs.
Sadly the article also just references "CBD" by the acronym and never once noted what it stood for. They just assumed anyone reading the article would know what the acronym stood for. This is something many sites have done excessively in recent years to the point articles make no sense without looking up the acronyms they keep referencing.
Writing 101 - If you are going to refer to something using an acronym, you first write it out in full and add its acronym in parenthesis to signify that you will be using the acronym from that point forward. How dare I expect journalists to actually have learned something about journalism or even the bare minimum about writing before taking a career in that field.
I doubted it was standing for Canibinoid (CBD) Oil, so I looked it up in a separate search. Apparently Sydney has a "Central Business District" where there a lot of restaurants and stores. In Cleveland, OH., I suppose this would be equivalent to The Flats (an area 'downtown' with many bars and restaurants).
The article didn't mention anything about donuts though, so still no idea what that is referencing. Only thing I can think of relating to donuts is the donut shops in the USA when they started pushing the injection propaganda where they were giving out a free donut to anyone who proved they had gotten the toxic injection.
