Most states have such data bases online already...for sexual crime violators.
I have no idea if people even check those.

We have a massive domestic spying infrastructure and my question is why isn't it being used for this in the first place? If not used for fighting this type of evil, why violate our rights so heavily? The excuses have all run out.
