What the state does is imprison you.
They want to do it ? They need to do it right.
Sure its cp, but the law is written poorly to negate the effect on the minor herself doing it.

There is a difference in the law when it comes to the word "may". It is a directory provision, not a mandatory one.
I suggest you read up on the subject matter as many laws are simply not enforced because of the distinction.
The legislature picked the word, and the legislature is aware of its importance.
If you are brought up for anything and the law has the word "may" instead of "shall" then the argument that there should be no punishment under that law is a strong argument to make.
