A full vehicle search would result in much stuff being tossed onto the playa, which is extraordinarily messy, and a great deal of lost time. The prior policy was to search any vehicle they stopped for any violation. The speed limit was like 10 mph, where the speedometer is not designed to work. They would ticked for 1mph over.
