Illegal labs are certainly not endorsed by Beijing, maybe by local corrupt politicians and police, but Beijing has nothing to gain out of it.

Criminals exist in every country. China won't stop them. That's why I said they "officially" are banning fentanyl. The labs will keep cranking it out off the books and set up secondary locations to take over the production, just like crack and meth in North America. In fact, the ChiCriminals might even move production closer to the user base, if it becomes too dangerous to make in and ship from China.
