Terrorist isn't a technical term. You can try to come up with a definition, but ultimately nobody will still be able to agree on which guys are terrorists and which guys are "freedom fighters" or "protestors" or "election enforcers" Also Ted is dumb for calling people who attack cops terrorists. That's no definition of the word.
