If it takes them 75 years to release it, then it should be 75 years before it's approved. Otherwise, there's no way they could have read it all.

They could independently review it, discuss it, and reach a concensus, but it'll take 75 years to scan or just print out and give to kinkos to scan...

I think trying again, it was 55 years, now they pushed it to 75 years which may require a new lawsuits.
