It's still mostly fishing boats rather than ships you'd use to colonise, which I think is what she is inferring here. I'm not even sure they had any navigation aids either. Arabs happily sailed up and down the Somalian coast picking up slaves

Austra-groids came to Australia 80,000 years ago over a land bridge. Some say they must have had boats, but there is no evidence or oral history of that. They lived exactly the same way, with zero progress, for EIGHTY THOUSAND YEARS, until Whitey came along and gave them welfare and booze.

You can see why they'd assume they had boats though. Maoris had boats, they'd probably include them too. Not quite sure at what point they had them, but they had them before they 'met' us.
