Fixed wing surveillance aircraft have cameras that can track ground targets from a distance regardless what the UAV is doing.

Sure. As targeted surveillance. Not as a moving surveil and fly operation. Then it's FOV is too small to mean anything. Coupled with the dubious claim that people can be positively identified in the dark of night with IR is laughable as fuck.

A single moving target that isn't known to be an interesting party due to being in no way involved in any major incident specific to surveilling? Rofl. Also keep in mind that where this (the shootings) h appened, merely a few hundred yards away were ENORMOUS groups of police and military. I do not believe for a single iota of a moment that's where the glowBI would be flying it and watching.
There’s already clear video of the incident because someone was live streaming on foot. I’ve seen it.
