Those are "super bills". They cannot be spent as they are not worth the paper they are printed on. They will be rejected by any financial institution because their serial numbers are INVALID. This is why they were left behind. They are being circulated as fraudulent payment for services rendered unbeknownst to the payee. These will catch up to the payer eventually and will probably cost them their lives.
