Like all these things, there's a few that refuse to leave their homes, from what I've read. I'm not there though, but just follow it because it's interesting.

Hawaii development programs encouraged settlement in these zones.

No one ever worries about such things until a disaster happens. The same kind of thing happens all the time in flood plains. Cities everywhere are more interested in the tax revenue generated by housing, than the folks who are ruined because of their money grabs.

In this case though, insurance for lava was provided by Hawaii gov't itself, so private insurers weren't even going to touch that shit.
