In my experience most Jews are cultural Jews only, and we'll tell you they are atheist behind closed doors. That does not bode well for religious freedom.

So would this lesbian rabbi count as "cultural" or atheist? I'm kinda confused by it tbh.

Cultural Jews mean that they partake in Jewish rituals and other cultural activities including those with a religious basis (like eating kosher) merely as a way to participate in their community. They don't actually believe in the God of Abraham and His prophets.
