How is it legal? This artical says police are issuing citations.
Citations they don't have to pay in real life. The city and county jails are over crowded and can't fit any more people. When the citation goes unpaid, they give you another and another and so on. You think they are going to jail the wetbacks and homeless? Not any more. Cost them around $123 per day to have someone in jail. Cheaper to let them just do it than to house illegals and homeless.
In our area, very rural, the jails are so full the law enforcement looks the other way unless it is a violent crime. Next door neighbor got busted for transporting meth on the interstate by the State Troopers. They basically let him go after arresting and but the State kept the meth. Told him to show up for court which he did and they let him free. No space in jail.
i see your point. it's not legal but it might as well be. anyway this is a gross problem to have.
