The Lions are most likely the power brokers in the world. It's obviously tricky to identify their power level from the outside, but through symbolism, it's showing that their power is extremely high.

Thank you, I know Netherlands and Belgium have a history with the elites but I never looked into it further, must not have been much to go on.
