Astonishingly, if you read the underlying article, it focuses heavily on one 23 year old 'hate crime' - the Matthew Shepard murders - whose 'hate' component was debunked years and years ago.

Do that, but also increase the number of POC for hate crimes. Make the rise proportional. Also, I doubt arrest quotas are legal so the FBI is encouraging local PD's to engage in illegal activities.

Most of the room temperature cops will do what their told no matter what, but they all know. They are all out there dealing with them. They know who the major malfunction lies on.
