For sure; the cheapest solution to a mental health crisis event turning "outward reacting-aggressive", is a bullet in the head.. Cost/benefit analysis should take place in a period of say 6 months; shoot half the perps and try to help the other half.. maybe it's not economically viable, but at least some cases will be solved permanently.
